Driving Licence in Rotterdam: The 185-Day Rule and Exchange Guide (2026)

Sorting out a driving licence in Rotterdam feels optional right up to the week it is not. The city is flat and well served by metro and tram, so plenty of newcomers go a year without a car. Then comes a job out in the port, or a weekend in Zeeland. The Dutch system is at least clear: everything hinges on where your licence was issued, and on one deadline measured in days.

Here are the 2026 rules, the real fees, and the counters where it gets filed.

The 185-day rule for a driving licence in Rotterdam

The number that matters for a driving licence in Rotterdam is 185. If your licence was issued outside the EU or EEA, the RDW lets you drive on it for up to 185 days after you become a resident, and not a day longer. The clock starts when you register in the Basisregistratie Personen (BRP), not when you arrived as a visitor.

EU and EEA licences are far more generous. For the everyday categories (AM, A1, A2, A, B and BE) you may keep driving on your existing card for 15 years from its date of issue. For the professional categories (C1, C, D1, D and the E combinations) the limit is 5 years.

So non-EU holders have about six months to act; EU and EEA holders have years.

Who can exchange a driving licence in Rotterdam without tests

Exchange is not open to everyone. Your route to a driving licence in Rotterdam falls into one of four groups, and knowing which is yours decides what this costs.

EU, EEA and Swiss licences can always be exchanged. No theory exam, no practical exam, no driving school: it is a counter transaction with a photo and a fee.

Designated non-EU countries are a much shorter list. The Netherlands has agreements with a limited set of countries whose licences meet the European driving licence directive (2006/126/EC). If yours is among them you exchange without tests, but only for the categories printed next to your country in the RDW table, and only if you lived in the issuing country for at least 185 days in the year the licence was issued. The list changes, so run the RDW checklist at rdw.nl rather than trusting a colleague.

Holders of the 30% ruling get the exception worth knowing before booking a driving school. If you hold the Dutch tax authority’s expatriate facility, common among highly skilled migrants, you may exchange a licence from any country at all. Bring the Belastingdienst decision with your application.

Everyone else takes the long road: register with the CBR, pass the theory and practical exams, and start from scratch. Budget time as well as money.

How to exchange your driving licence in Rotterdam

One thing to grasp first: the application for a driving licence in Rotterdam is filed by the municipality, not by you and not directly with the RDW. Only your gemeente can submit it; the RDW decides afterwards.

  1. Register in the BRP. Nothing can be filed until you are recorded as a resident, and that registration starts your 185-day clock.
  2. Run the RDW checklist, so you know whether you are on the exchange route or the exam route before spending anything.
  3. Get a Dutch-standard colour passport photo; a holiday snap is refused.
  4. Complete a Gezondheidsverklaring if your licence is from outside the EU or EEA, filling it in and paying through Mijn CBR at cbr.nl. It is sometimes asked for EU licences too.
  5. Arrange a translation if your licence is not in Latin script, asking the counter which form it accepts first.
  6. Go to a publiekslocatie with the licence, photo, health declaration where required, and the 30% ruling decision if you rely on it. Pay by pin card.
  7. Wait for the RDW letter. It arrives within 15 working days and says the card can be collected 5 working days later, with no appointment needed.

What a driving licence in Rotterdam costs in 2026

The municipal fee is capped nationally, so it is identical at every counter in the country. In 2026 a driving licence in Rotterdam costs 53.65 euro. Express handling adds 39.65 euro: apply before 14:00 and it is ready the next working day, at the Centrum, Feijenoord, IJsselmonde and Prins Alexander locations.

The rest depends on your route. The CBR Gezondheidsverklaring is 46.90 euro in 2026. On the exam route the car theory exam is 50.50 euro and the practical exam 143.50 euro, before a single driving lesson.

Getting around Rotterdam while you wait

Waiting for a driving licence in Rotterdam runs to about a month once you add the RDW letter to the collection window. If you are arriving at Schiphol or Rotterdam The Hague Airport with luggage, a transfer booked ahead through welcomepickups.com removes the one journey that is genuinely awkward carless. After that the city is built for two wheels, and bikesbooking.com rents bikes and scooters by the week.

Counter fees are paid in euro by pin card, which catches out anyone still on a foreign account. A multi-currency account from wise.com or revolut.com gives you a card the desk accepts, and both open faster than a Dutch bank.

The forms, the CBR portal and the RDW letter all default to Dutch: staff switch to English, the paperwork does not. A few lessons through italki.com are the difference between reading an official letter and guessing at it.

Frequently Asked Questions

How long can I drive on my foreign licence in the Netherlands?

EU and EEA licences are valid here for 15 years from their date of issue for ordinary car and motorcycle categories, and 5 years for lorry and bus categories. Licences from anywhere else give you 185 days from the day you register as a resident.

How much does a driving licence in Rotterdam cost in 2026?

The municipal fee is 53.65 euro, the same at every counter nationally, and express handling adds 39.65 euro. Add 46.90 euro for a Gezondheidsverklaring if your licence comes from outside the EU or EEA.

Can I exchange my American or Canadian licence?

Only in specific circumstances. Exchange without tests is limited to countries the Netherlands has an agreement with, and to holders of the 30% tax ruling, who may exchange a licence from any country. Otherwise the route is the CBR exams, so check the RDW checklist for your own case.

Do I need to speak Dutch to apply?

No. Counter staff in Rotterdam deal with international residents constantly and switch to English. The forms, the RDW letters and the CBR health declaration are in Dutch, so bring a translation app for the paperwork.

What happens if I miss the 185-day deadline?

Your foreign licence stops being valid for driving here, so you are unlicensed as far as the police and your insurer are concerned. It does not remove your right to exchange, but it leaves you off the road until the new card arrives.

Your driving licence in Rotterdam action plan

Work out which of the four groups your licence belongs to, because that single answer decides whether this is a 53.65 euro counter visit or a several-hundred-euro exam course. Register in the BRP, run the RDW checklist, get a Dutch-format photo, add a Gezondheidsverklaring if the licence is non-EU, and file it at a publiekslocatie. Allow 15 working days for the letter and 5 more before collection.
