Residence Permit in Rotterdam: 2026 Non-EU Immigration Guide

Getting a residence permit in Rotterdam is the paperwork that decides whether the rest of your Dutch life is possible: the lease, the bank account, the salary, the health cover. Rotterdam’s port and logistics economy runs on international staff, so these routes are well worn, but none of them are decided locally. This guide covers the 2026 rules as they apply to non-EU citizens: the MVV, the salary thresholds, the orientation year, self-employment, family reunification, and where in the city you show up to give fingerprints and collect the card.

What a residence permit in Rotterdam really is

Every residence permit in Rotterdam is issued by the Immigration and Naturalisation Service (IND), a national body. No Rotterdam department decides your case and the municipality cannot speed it up. What the city has is a front desk: the Rotterdam International Center, where you give biometrics, collect your permit and register with the municipality in one visit.

Two documents matter and they come from different places. The permit is a card carrying your V number. The BSN, your citizen service number, comes from registering in the municipal Personal Records Database (BRP), and it is what employers, banks and the tax office ask for.

The MVV and TEV route to a residence permit in Rotterdam

Most non-EU nationals cannot simply arrive and apply. You need an MVV, a type D entry visa sticker, and it is normally requested together with the permit in one application called the TEV procedure. Your sponsor, usually the employer or the family member already here, files it while you wait abroad. The legal decision period is 90 days.

Citizens of Australia, Canada, Japan, Monaco, New Zealand, South Korea, Switzerland, the United Kingdom, the United States and Vatican City are exempt from the MVV requirement. Everyone else should assume it comes first.

Work routes: highly skilled migrant, Blue Card and the orientation year

The busiest path to a residence permit in Rotterdam is employment. Under the highly skilled migrant (kennismigrant) scheme your employer must be an IND recognised sponsor, and the employer submits the application, not you. Check any company against the IND public register of recognised sponsors before you sign. The permit runs for the length of your contract, up to five years.

Eligibility turns on gross salary, adjusted every January and July. These amounts are valid from 1 July to 31 December 2026 and exclude holiday allowance:

If you studied here or hold a recent qualifying degree, the orientation year is the softest landing: one year to find work, free access to the labour market with no work permit needed by the employer, and no income proof while you search. Apply within three years of graduating. It cannot be extended, but an employer can then hire you at the reduced criterion.

Starting a business: self-employment and the DAFT

A self-employed residence permit in Rotterdam is scored on a points system run by the Netherlands Enterprise Agency (RVO), covering personal experience, the business plan and the added value to the Netherlands. You need at least 30 points in each of the three areas, or 45 for experience plus 45 for the plan. The permit lasts a maximum of 24 months.

Americans and Japanese nationals get a shortcut: under the Dutch American Friendship Treaty and its Japanese equivalent the points test is skipped and the IND asks instead for a minimum investment of 4,500 euros. Expect longer than 90 days whenever the RVO is consulted.

Bringing your partner and children to Rotterdam

Once you hold a valid permit you can sponsor close family. The sponsor must show an independent, sustainable and sufficient income: from 1 July to 31 December 2026 that is 2,337 euros gross a month for a married or unmarried couple. Both partners must be 18 or over if the relationship predates your move, and 21 if it formed afterwards.

Most partners must also pass the Civic Integration Exam Abroad, a Dutch language and culture test taken at an embassy or an approved provider, before the MVV is granted. The nationalities exempt from the MVV are exempt from this too, as are applicants under 18 or over state pension age. Start the language early, since lessons through Lingoda cost less than resitting an exam.

Registration, biometrics and life after your residence permit in Rotterdam

Staying longer than four months means registering in person in the BRP in the city where you live. Registration is free, takes about four weeks to process once every document is in, and cannot happen without a real address. The usual order:
