Jobs in Rotterdam: 2026 Expat Guide to Working in the Netherlands

If you are hunting for jobs in Rotterdam, you are aiming at Europe’s largest port city, where logistics, energy, engineering, healthcare and tech hire at scale and much of that hiring happens in English. Rotterdam is the second city of the Netherlands, and its employers are long used to international staff because the port has always run on them. This guide covers who is hiring in 2026, the official pay and permit numbers, where openings get posted, and how your passport changes which jobs in Rotterdam you can accept.

Where the jobs in Rotterdam actually are

Start with the port, because the rest of the city sits beside it. The Port of Rotterdam Authority reports roughly 182,000 direct and indirect jobs in the Rotterdam-Rijnmond region and 23.3 billion euros of added value, about 2.2 percent of Dutch GDP. That means terminal operations, chartering, customs, freight forwarding, marine engineering, safety, and many office roles that never touch a ship.

Energy and chemicals is the second cluster, concentrated at Pernis, Botlek and the Maasvlakte, where refining carries the payroll while hydrogen, carbon capture and electrification projects add demand for process engineers and project managers. Healthcare and research is the quiet giant: Erasmus MC is the largest university medical centre in the Netherlands with around 14,000 staff, and it hires researchers, lab technicians and administrators, not only clinicians.

Business services, trade and tech fill the towers near Centraal and the Kop van Zuid: maritime law, insurance, finance, consultancy and a working software scene. Nationally the market cooled but stayed tight, with CBS putting unemployment at 3.8 percent in June 2026 and 375,000 open vacancies at the end of the second quarter.

What jobs in Rotterdam pay

Pay for jobs in Rotterdam is rarely improvised. Most roles sit under a sector collective agreement, the CAO, which fixes the scale, and you are entitled to at least 8 percent holiday allowance on top, usually paid in May or June. The figures below are the official 2026 numbers, each published by a government body rather than estimated by a salary site.

Statutory minimum wage, age 21 and over

2026 amount 14.99 euros gross per hour

What it is From 1 July 2026; revised every 1 January and 1 July

Highly skilled migrant, 30 or older

2026 amount 5,942 euros gross per month

What it is IND salary criterion, excludes holiday allowance

Highly skilled migrant, under 30

2026 amount 4,357 euros gross per month

What it is IND salary criterion

Reduced criterion after an orientation year

2026 amount 3,122 euros gross per month

What it is IND criterion for recent graduates

EU Blue Card

2026 amount 5,942 euros gross per month

What it is IND salary criterion

Expat scheme salary norm

2026 amount 48,013 euros taxable per year

What it is Belastingdienst threshold for the 30 percent ruling

That last line is worth more than most counter offers. The expat scheme, still called the 30 percent ruling, lets a qualifying employer pay 30 percent of your salary tax free for up to five years, dropping to 27 percent from 1 January 2027 for rulings granted from 2024 onwards. Ask in the interview whether the employer applies it.

Where to find jobs in Rotterdam

Most jobs in Rotterdam are filled through LinkedIn, agencies and a short list of boards. If you need a non-EU permit, work backwards: open the IND public register of recognised sponsors, roughly 10,000 organisations updated monthly, and apply only to employers that can sponsor you.

English carries the international half of the market. Dutch opens the other half, including public sector and client-facing work, and a few hours a week with a tutor on italki or Preply is a cheap edge.

Your right to work: EU versus non-EU

EU, EEA and Swiss citizens can take jobs in Rotterdam from day one: no work permit exists for you and none is needed. You must register with the municipality: staying longer than four months means booking an appointment with Gemeente Rotterdam within five days of arrival, to be entered in the BRP and receive your BSN, the number every employer, bank and tax office asks for. Registration is free. Call 14 010 inside the Netherlands or +31 10 267 16 25 from abroad. Appointments run at a Stadswinkel, including the central location at Coolsingel 40, entrance on Stadhuisstraat; check counter hours on rotterdam.nl, as they differ per department. The Rotterdam International Center, run by Rotterdam Partners, bundles registration, BSN and an IND appointment into one visit, on +31 (0)10 790 01 90.

Non-EU citizens need permission before starting, and in nearly every case the employer applies, not you. Three routes exist:

  1. Highly skilled migrant. The employer must be an IND recognised sponsor and files the application itself. It costs 423 euros, with a legal decision period of 90 days, though recognised sponsors are usually decided far sooner. You must meet the salary criterion above.
  2. Single permit, the GVVA. The general route for work longer than 90 days. The IND decides but asks UWV about the labour market test, which normally means the vacancy was advertised and no suitable EU or EEA candidate came forward. Slower, and employers avoid it.
  3. Orientation year. If you finished a master’s, post-master’s or PhD within the previous three years, you can apply for a one-year permit to look for work. It costs 254 euros in 2026, you need not prove income, and you may work freely, with no work permit required from any employer.

Dutch basic health insurance becomes compulsory once you work here, and a short-term expat policy from Ekta bridges the gap before your first payslip.

Landing softly while you job hunt

Chasing jobs in Rotterdam means interviews and a viewing trip before any salary arrives, so plan the logistics. An eSIM from Airalo or Saily gives you a working number before passport control, which matters when a recruiter rings, and Welcome Pickups takes the airport transfer off a tight interview day. The rental market is tight and landlords want proof of income you may not have yet, so Spotahome and HousingAnywhere are the realistic way to sign remotely and get a registrable address. For money, Wise or Revolut hold you over until a Dutch account opens, and bunq is a Dutch bank you open from a phone.

Frequently Asked Questions

What are the best jobs in Rotterdam for expats?

Port, logistics and trade, energy and chemical engineering, maritime services, and healthcare and research through Erasmus MC. Tech and data skills travel across all of them, and international employers commonly advertise and work in English.

Can I get a job in Rotterdam without speaking Dutch?

Yes, in the international half of the market: shipping, trade, tech, finance and research. Outside that, Dutch is often required and close to essential in public sector, retail and patient-facing work.

Do non-EU citizens need a job offer before moving to Rotterdam?

Almost always, because both the highly skilled migrant permit and the single permit are applied for by the employer, so the offer comes before you can accept jobs in Rotterdam. The exception is the orientation year for recent graduates.

How long does an IND work permit take?

The IND states a legal decision period of 90 days. Applications from recognised sponsors are normally decided sooner, but plan around the legal maximum rather than a promise, and confirm the timeline with your employer.

Do I need a BSN before I start work?

In practice yes, because payroll and the tax office both need it. Register with Gemeente Rotterdam within five days of arrival if you are staying more than four months. Registration is free and the appointment is booked through rotterdam.nl or on 14 010.

Your Jobs in Rotterdam Action Plan

Landing one of the many jobs in Rotterdam comes down to two moves. Pick your cluster: port and logistics, energy and chemicals, healthcare and research, or business services and tech. Then settle your status before you fall for a vacancy. EU citizens can accept an offer immediately and register afterwards, while non-EU applicants should filter for IND recognised sponsors from the first search. Book the BSN appointment in the week you land.
