Residence Permit in The Hague: 2026 Non-EU Immigration Guide

Getting a residence permit in The Hague as a non-EU citizen runs through one national agency, the Immigration and Naturalisation Service (IND), and then through two local desks that decide whether your first month here is smooth or miserable. The city grants no permits. What The Hague controls is your entry in the population register, your BSN, and where you hand over your fingerprints. Who decides, and which Hague desk you visit

The IND issues every non-EU permit in the country, so the conditions behind a residence permit in The Hague match those in Amsterdam. The local part is the municipality. You must register in the Basisregistratie Personen (BRP), the population register, before you get a citizen service number (BSN), and without a BSN you cannot be paid, insured or taxed properly.

Three addresses cover almost everyone applying for a residence permit in The Hague. Highly skilled migrants and researchers register at The Hague International Centre inside City Hall, which serves The Hague, Delft, Rijswijk, Leidschendam-Voorburg and Wassenaar, and are entered in the BRP during the appointment, free. The highly skilled migrant route to a residence permit in The Hague

This is how most non-EU professionals arrive. Your employer must be a sponsor recognised by the IND and files for you, normally together with the provisional entry visa (MVV) where your nationality needs one. Several nationalities are exempt, so check your own case on ind.nl.

The salary criterion is the whole game. These are gross monthly amounts, holiday allowance excluded, valid from 1 July to 31 December 2026:

• Highly skilled migrant aged 30 or over: 5,942 euros
• Highly skilled migrant under 30: 4,357 euros
• Reduced criterion after a Dutch orientation year: 3,122 euros
• EU Blue Card: 5,942 euros, or 4,754 euros reduced

Amounts are revised every 1 January and 1 July, so confirm them on the IND required amounts page the day the contract is signed. It costs 254 euros for applications filed between 1 January 2026 and 1 January 2027, and is the cheapest path to the reduced criterion.

Self-employment is harder. The standard route is scored on a points system covering your experience, your business plan and the value the business adds to the Dutch economy. The exception is the treaty route: nationals covered by a friendship treaty, most famously Americans under the Dutch American Friendship Treaty, skip the points test and show substantial capital in their own company instead. That minimum is 4,500 euros for a sole proprietorship, VOF, CV or BV, and 11,250 for an NV.

3. Prepare the business plan and client contracts.
4. File with the IND and pay the fee.

Bringing your partner and children

Family reunification is a separate application from your own residence permit in The Hague, with its own income test. On the amounts valid for the second half of 2026 the sponsor must earn at least 2,337 euros gross monthly excluding holiday allowance, and that income must be independent and sustainable, not a one-off. Both partners must be 18 or older where the marriage or registered partnership predates your lawful residence, and 21 where the relationship formed afterwards.

Two conditions catch people out. Many partners must pass the Civic Integration Exam Abroad before the MVV is issued, and the pass expires after a year, so sequence it deliberately.
