Renting in Rotterdam is where new arrivals discover how tight the Dutch housing market really is, and where the expensive mistakes happen. Pararius put the city’s average free sector asking rent at roughly 22.78 euro per square metre in its Q1 2026 Huurmonitor, more than 10 percent up on a year earlier. The good news is that Dutch law swung hard towards the tenant from 2023. There is a legal cap on your deposit, a ban on agency fees, and a points system that can force an illegal rent back down.

Where to Search When Renting in Rotterdam

Almost every private listing sits on two portals. Pararius (pararius.com) is the rental specialist behind that Huurmonitor; Funda (funda.nl) carries sales and rentals and is where most Dutch agents post first. Set alerts on both, because a decent flat is gone in the week it appears.

Rooms sit on Kamernet. Social housing is allocated through Woonnet Rijnmond (woonnetrijnmond.nl), the shared portal of corporations including Woonstad Rotterdam and Havensteder. Registration costs about 10 euro a year, but Woonstad Rotterdam says you normally need six to eight years of registration time. Join anyway, then rent privately meanwhile.

This is the part that saves the most money, and few people renting in Rotterdam know it exists. Dutch homes are scored on a points system, the woningwaarderingsstelsel: floor area, energy label, kitchen, bathroom and outdoor space. Since the Affordable Rent Act, those points cap the rent.

Run the free Huurprijscheck on huurcommissie.nl before you sign. If the home scores 186 points or fewer and the rent sits above the table, ask the Huurcommissie to cut the starting rent. The deadline cannot be extended: your request must arrive within six months of the contract start date. A tenant pays 25 euro up front, refunded in full if the ruling goes their way.

Deposits, Contracts and Fees When Renting in Rotterdam

Since 1 July 2023 the Good Landlordship Act caps your deposit at two months of bare rent, excluding service charges. It returns within 14 days of the tenancy ending, or 30 days if something is deducted, with an itemised explanation.

Second rule worth memorising: if the agent also acts for the landlord, they may not charge you a fee. That ban is in the 2023 act, and a fee already paid is reclaimable for five years.

Contracts changed too. Since 1 July 2024 an open ended contract is the norm again; temporary ones are allowed only for defined groups such as students or urgent cases, capped at two years. Check that yours states:

Scams to Dodge When Renting in Rotterdam

Fraud around renting in Rotterdam follows one script: send money before you have seen the place or met anyone.

1. The phantom listing. A flat priced suspiciously low, an owner conveniently abroad, a request to wire a deposit to hold it. Never pay for a home you have not viewed.
2. Cash and no paperwork. Cash with no written contract is a deposit you will never see again.
3. The address you cannot register at. If the landlord will not let you register with the municipality, walk away. Without it no bank or employer treats you as resident.
4. The fee that is not allowed. An agent working for the landlord who charges you a finder’s fee is breaking the law.

Renting in Rotterdam adds a rule of its own. Since 1 December 2025 a huisvestingsvergunning, a housing permit, is needed to rent in a list of designated streets. You apply through the municipality with DigiD, it is free, and the city usually decides within five weeks.
