How to Save Money in Rotterdam: An Expat’s 2026 Guide
The fastest way to save money in Rotterdam is to fix four things in your first month: your rent, your toeslagen, your travel card and your weekly shop. Rotterdam is cheaper than Amsterdam but it is not cheap, and new arrivals overpay because nobody tells them which Dutch schemes they already qualify for. Every figure below is checked against an official 2026 source. Get these right and you can save money in Rotterdam without giving up a single terrace.

Housing: The Biggest Way to Save Money in Rotterdam
Rent swallows most of a Rotterdam budget, so start here. Free sector rents in Centrum, Kop van Zuid and Kralingen sit well above the city average, while Charlois, IJsselmonde, Delfshaven and parts of Prins Alexander are cheaper.
Two Dutch rules are worth real money. Since 1 July 2024 most new rental contracts are open ended, so you cannot be pushed out after a year to make room for a higher rent. And if your rent looks too high, you have six months from the contract start to ask the Huurcommissie for a Toetsing aanvangshuurprijs through MijnHuurcommissie. Their inspector runs the official Huurprijscheck and can cut your rent permanently. That deadline is fatal, so diarise it on day one. A small fee applies, listed on huurcommissie.nl, helpline 088 1 600 300.
Still abroad? Booking through housinganywhere.com or spotahome.com is the scam safe way to land somewhere real, at the cost of a booking fee. Treat it as a landing pad.
Claim Every Toeslag You Are Owed
Dutch allowances are the most overlooked way to save money in Rotterdam, because nothing is paid automatically. You claim them yourself at Mijn Toeslagen with a DigiD.
- Register at the gemeente, collect your BSN, then apply for a DigiD.
- Apply for zorgtoeslag once your Dutch health insurance is active. In 2026 the maximum is 129 euros a month alone or 246 euros with a partner, and it runs out at an income of 40,857 euros, or 51,142 euros jointly.
- Apply for huurtoeslag if you rent. 2026 helped tenants: the maximum rent limit is gone as a condition, the youth threshold dropped from 23 to 21, and service charges no longer count.
- Check the savings caps: 38,479 euros per resident for huurtoeslag on 1 January 2026, and 146,011 euros for zorgtoeslag, or 184,633 euros with a toeslagpartner.
- Report income changes during the year, or you will hand it back later.
Recruited from abroad? Ask about the expat scheme, better known as the 30% ruling. Through 2026 it pays 30% of salary tax free for up to five years; from 1 January 2027 it drops to 27%. The salary norm is indexed yearly, so check the Belastingdienst’s table.
Groceries: Rotterdam’s Markets Beat the Supermarkets
The Consumentenbond price survey of 6 May 2026 put Dirk and Nettorama 9% below the national average on budget groceries, with Vomar 8% and Hoogvliet 7% below. Aldi and Lidl now sit 6% and 5% below. Rotterdam has all the cheap chains, so changing your default shop is one of the easiest ways to save money in Rotterdam.
Dirk and Nettorama
Price vs national average (Consumentenbond, May 2026) 9% below, cheapest for a full budget shop
Vomar and Hoogvliet
Price vs national average (Consumentenbond, May 2026) 8% and 7% below

For fruit, vegetables, fish and cheese, nothing in a supermarket competes with Rotterdam’s street markets. The Centrummarkt on the Binnenrotte is the second largest in the country and the Afrikaandermarkt is the third. Arrive in the final hour and bring cash.
Centrummarkt

Days and hours Tue 8:00 to 17:30, Sat 8:00 to 17:00, Fri 12:00 to 18:00
Afrikaandermarkt

Days and hours Wed 8:00 to 17:30, Sat 8:00 to 17:00
Getting Around Rotterdam Cheaply
RET runs the metro, tram and bus, and you tap in and out with OVpay using your own contactless card or phone. You pay a fixed boarding fare plus a distance charge, set by the MRDH at 17.8 euro cents per kilometre for the Rotterdam region in 2026. Change vehicle within 35 minutes and the boarding fare is charged once, and children and eligible seniors get 34% off both parts. The quickest way to save money in Rotterdam on travel is to stop paying per trip.

Rotterdam is flat and fully cycle laned, so a serviced second hand bike is the cheapest transport you will ever own. For a season rather than years, compare rentals at bikesbooking.com; on arrival day a fixed price transfer from welcomepickups.com beats a metered taxi.
Energy Bills and City Taxes
Energy tax is set nationally: in 2026 you pay 11.1 euro cents per kWh of electricity and 73 cents per cubic metre of gas, and every electricity connection receives a fixed reduction of 629 euros including VAT. Your supplier’s tariff sits on top, so compare and switch yearly.
The gemeente bills separately. In 2026 afvalstoffenheffing is 381.90 euros a year for one person, 457.50 euros for two and 495.30 euros for three or more, plus rioolheffing of 319.10 euros. On a low income you can claim kwijtschelding of 76.5% of the waste levy with your DigiD, within three months of paying. Unclaimed kwijtschelding is one of the quietest ways people fail to save money in Rotterdam. Questions go to 14 010 or Coolsingel 40, 3011 AD Rotterdam.
Banking, Your Phone and the Rotterdampas
Two quiet drains are easy to fix, and fixing both is a permanent way to save money in Rotterdam. Dutch current accounts carry a monthly fee and you need one for rent and salary, so keep it lean and put cross border work elsewhere: wise.com at the mid market rate, and revolut.com for daily spending. Always choose euros when a terminal offers your home currency.
Before you have a Dutch SIM, an eSIM from airalo.com or saily.com keeps you online without roaming charges. Switch to a Dutch prepaid plan within the month: cheaper per gigabyte, and you need a Dutch number for banking anyway.
Finally, the local trick nobody tells newcomers. The Rotterdampas costs 65 euros for the pass year running 1 March 2026 to 28 February 2027, or 20 euros for children and students up to 33. On a low income it is 5 euros, on a middle income 32.50 euros. It gives free entry or discounts at more than 750 venues including Diergaarde Blijdorp and the Euromast, which makes it the most enjoyable way to save money in Rotterdam.
Frequently Asked Questions
What is the fastest way to save money in Rotterdam in your first month?
Apply for your toeslagen. Zorgtoeslag alone is worth up to 129 euros a month in 2026, and huurtoeslag can be worth more, but neither is paid unless you claim it yourself with a DigiD.
Which supermarket is cheapest in Rotterdam?
The Consumentenbond survey of May 2026 puts Dirk and Nettorama cheapest at 9% below average, then Vomar and Hoogvliet. Fresh produce is cheapest at the Binnenrotte and Afrikaanderplein markets.
Do I need a car in Rotterdam?
No. The city is flat and fully cycle laned, and RET covers the rest on one OVpay tap. A second hand bike costs less than parking alone, and it is the easiest way to save money in Rotterdam on transport.
Is a monthly RET subscription worth it?
It depends on distance. Regio Vrij for Rotterdam Centrum is 84.00 euros a month, or 63.00 euros for the smallest zone, so two paid journeys most days usually beats a boarding fare plus 17.8 cents a kilometre each time.
Is the Rotterdampas worth the money?
For most residents, yes. At 65 euros a year, or 20 euros for students and children, two family outings to Blijdorp or the Euromast already cover it.
Your Save Money in Rotterdam Action Plan
The five moves that matter are choosing a cheaper district, claiming zorgtoeslag and huurtoeslag, checking your starting rent with the Huurcommissie inside six months, buying a bike and the right RET product, and shopping at Dirk or the markets. Start today by applying for a DigiD, since nothing else can be claimed without it.
